No, you cannot get free seat in MADANAPALLY INSTITUTE OF TECHNOLOGY AND SCIENCE neither through AP EAMCET nor under Management Quota. You have to pay the fee to get admission. And  the admission is based on merit in AP EAMCET, there are few seats reserved under Management Quota. The fee structure for Management Quota is slightly higher than fee structure for convener quota. As you haven't appeared for AP EAMCET you may have to get admission under Management Quota.
