If you have financial issue and you want to leave your bds seat after completing one year , you won't get refund of fees also your one year will be wasted .
If you quit , after that what are your future plans ? What will you do , have you planned regarding that?

You must think again , you can contact some organizations who help the skilled students who want to study but due to financial isssue they are unable to study.

It depends upon cutoff neet of that college. Cut off varies with state. It also depends upon previous year's cut off.
