In order to be eligible for MHT CET you should have 50% in P/C/M taken together for general category and 40% for reserved caregory and PwD belonging to Maharashtra state only.

Outside Maharashtra students can appear for MHT CET. Outside Maharashtra Student won't be eligible for Government and Govt. Aided colleges, they will be eligible for All India Seats of Private colleges. However All India Candidature candidates may or may not appear for MHT-CET 2018 as Score of JEE(Main) Paper I

MHT CET will be conducted in over 36 districts of Maharashtra. Each centre will be overseen by a Divisional Authority. You will have to select the exam centre according to your preference and convenience. Read MHT CET Exam Centres for more information.
In JEE Main you will get a home state quota for Telangana.
Yes, you can appear for MHT CET and you will be eligible for government colleges as well if you have domicile certificate.
To get reserved quota you should have valid certificate which is valid in Maharashtra state.
