The syllabus of MHT CET consists of 11th and 12th standard syllabus of Maharashtra State Board of Secondary and Higher Secondary Education. Yes, other state students can appear for MHT CET to take admission in private colleges.
You can also take admission in private colleges of Maharashtra for engineering through JEE Main and it will be preffered as well.
