You can appear but the point is you will have to apply for the other state or all India Quota which is for admissions to the private institutes. You will not be eligible for any of the Govt seats. So that will be a deterrent.

You have to score a marks in between 100-130 in MHTCET 2018 to get a rank in between 5000-10000.Last year paper was a bit tough so you need to prepare hard for this exam.

In order to take admission in COEP you need a domicile certificate of Maharashtra.
You are eligible to take admission in private engineering colleges of Maharashtra through MHT CET.
It is recommended to take admission through JEE Main for private engineerig colleges of Maharashtra as they are preffered over MHT
