Based on your score you can't get any top institute's in Mumbai or Navi Mumbai. You can try for management quota seats in some private colleges or can try for spot rounds.

The marksheet provided in class 10th is usually in the form of CGPA. As your mhtcet counselling did not approve of the marksheet and asked for conversion, the conversion is very simple so you do not need to panic. The conversion means from CGPA to Marks which can be done by multiplying by 9.5.

Yes, if you have non zero positive NEET score you can apply for admission to B.Pharmacy course to get admission in to any participating colleges of MHT CET under All India Category. To apply you must have Passed 10+2 or its equivalent with Physics and Chemistry as compulsory subjects along with one of the Mathematics or Biology and obtained at least 45% marks or at least 40% marks if you belong to Backward class categories, Economically Weaker Section (EWS) and Persons with Disability belonging only to Maharashtra State in the above mentioned subjects taken together.

With this decent percentile, you can get admission in some of the good colleges of the state. However, you may have to compromise with your branch preferences in some of the colleges. Also, as you are a SC category student, your chances of admission increase drastically.
Now, as far as Cummin's College is concerned, you have quite low chance for CS/IT in that college. However, you can get the other branches that are available. Also try for institutional rounds of the college for admission

As you know, to ensure your seat in any government college the Percentage of marks you need is quite high. Now with 74% in MHT CET your chances of admission in Government Pharmacy College of Karad remains moderate as you are a SC candidate. If seats remain vacant you may get a chance, however my suggestion is to try for few other Pharmacy colleges rather than solely depending on one college.
