They can apply but under All India Candidature quota seats only. Also, note that  admission under this quota will be based on both JEE Main and MHT CET scores. But candidates with JEE Main scores will be given preference.

Yes you can choose your centre as you need, according to your prefrence, location and  availability. There is no issue regarding choosing your centre in any exam.

If you are belonging from outside Maharashtra then you will be able to select the exam centres of MHT CET during the registration process. However, candidates from Maharastra are allotted the exam centres based on the district from where they have qualified their 10+2 or equivalent examination.

to get the top college in the PUNE through MHCET you have to get 170+ while this may varry for a year to year. for greater branches like CSE,ECE its safer you should have 175+
