Hello bdeepak1,
Well, counselling works in a way, that if you get a seat upgradation then even if you wish you can't go down, So once you get any upgradation then the seat is yours, provided you don't get disqualified further, which you won't mostly...
for more details, you can refer ( NEET Rules for Counselling (https://mcc.nic.in/UGCounselling/Documents/FINAL-UG-SCHEME.pdf) )
Hope this helps, and feel free to ask any further query...
There has been no ruling regards the SEBC reservation yet. The Supreme Court mentioned that there will be no Maratha/SEBC reservation for jobs and admissions this year. The provisional seat matrix available at https://view.mahacet.org/mahacet/admin/news_document/Provisional%20Seat%20Matrix%20for%20MBBS%20BDS%202020-21.pdf doesn't have SEBC Category mentioned. The information Brochure available at https://view.mahacet.org/mahacet/admin/news_document/FinalNEETUG%202020%20Informationrochure04112020.pdf also doesnt mention SEBC reservation. This means it might not be implemented this Academic year.
Hello Dear Student,
Maharashtra State Counselling Brochure is now available on their official website that is https://info.mahacet.org/mahacet/
According to the Brochure Students from other states are not eligible for Admission in Government Colleges and Government aided colleges however they are eligible for Private Unaided Medical Colleges for the Management/Institutional quota seats but these seats are available for NRI's also so according to brochure NRI's will be preferred on those seats if seats remain Vacant then they will be allotted to Outside Maharashtra Students also. I am sharing detailed Eligibility Criteria below:
1. Eligiblity for Institutional Quota: Any eligible candidates on All India basis can be admitted including non-Resident Indians (NRI) and Overseas Citizens of India (OCI), as well as Outside Maharashtra candidate (OMS) who had appeared for the National Eligibility-cum-Entrance Test and declared eligible for admission to undergraduate Medical and Dental courses, in accordance with inter-se-merit amongst candidates who apply for institutional quota seats. However NRI candidate will be preferred. These seats will be filled by competent authority through CAP. Such seats if remain vacant after all CAP round will be surrendered to respective institute for institutional level round.

All the Best
Dear Aspirant,
Allotment of a seat at counselling round depends on your college preference, your score and the colleges cutoff. If your score are good enough for a government college then you can definitely get government college at second round.
If you get private college at first round then you can either choose the float option and pay the acceptance fees or leave the college and then participate in second round of counselling. When you get government seat at 2nd round then you can leave the first rounds seat and confirm your government seat.
Hope you got the answer.
Thank you
