According to previous year cutoff - 2020 the cutoff for Bsc Mathematics hons lie between ( 95 to 98 % ) for General category candidate .
So, according to your percentage , this year it may be a chance that you will get Bsc Mathematics hons in DU but not confirmed .

Yes you can do PhD after PGDM. Generally after doing PGDM from a prestigious college, students usually do not go for PhD. However, if you wants to do it, then you need some years of work experience, and then you may qualify, after an entrance examination and interview. This is a standard requirement. The eligibility criteria for a PhD/FPM program at most schools in India is having a 4 year UG degree and having a masters is required only if the UG program is of 3 year duration. It can be pursued in any stream after your post-graduation.
