For management qouta fee for any course will be double the fee for normal seat or maybe triple it depends on course you want to take admission for in jims and rank doesn't matter for management qouta

     No you can't. When you have backlog you can't get your bachelor's degree from your college, then how can you get admission in MSC without your marksheet.
You should clear your backlogs first, the you can take admission in Msc.
