Yes he is eligible but you have to clear those backlog before apear in cat .. with the backlog you wouldn't be allowed .. also what you should be prepared for are the  questions regarding the same in PI .. you have to prepare a valid answer for it .. 

sorry but you can go for mba without giving any exam as the exam is neccesory to take admission in MBA neither in government nor in private so kindly give teh entrance exam. all the best have a great future ahead.
