Please mention which counselling you are talking about. If you have paid the tuition fees of a college that would mean you have taken admission somewhere. Kindly go and ask the college authorities what needs to be done further.

IF you alloted the seat and also paid the fee then your seat is confirmed , and you should report to the college.

As you did not report to the college for admission then your seat may cancelled  and you have low chance to refund your money full

A competent authority is any person who has the authority or power to perform a designated function. So if an authority is delegated to perform a certain act. Same goes to tahsildar who is incharge of obtaining taxes from a tehsil with regard to Land Revenue.
