Cutoff varies in all colleges irrespective of any state and city. You will have to specify the college/colleges for which you want to know the cutoff through MAT.

Xavier University offers MBA & they accept MAT score to. Last year MAT cutoff for Xavier University was above 700 Marks.

Yes, you can attend. All the reputed Institutes in India has eligibility criteria for MBA, students have to meet it before admission. General eligibility is that 50% marks in graduation from a recognized university and need to secure good percentile in national level entrance tests(CAT, MAT and CMAT, etc...)
