According to experts 18th March shift 1 was moderately easy according to which your expected percentile will be around 97.6 - 98.66 . According to the cut offs for common rank list 2020 (90.3765335 ) and 2019 (89.7548849 ), you can easily qualify for JEE advanced. Also, the expected common rank list cut off for this year is 90-95.

Most of the aspirants of 18 March Set 1, find a discrepancy in their Percentiles when compared to the acquired Marks. I personally believe, their are 2 Factors which led to this
1. Comparatively easier Session
2. High Competition, with Aspirant getting better with each test.
3. High number of Students securing between 90-120/300.
You Percentile in JEE Main, not only depends on your Score out of 300, but on the Paper Toughness, Relative Difficulty and Competition of your Session.

Yes it's absolutely ok to submit the certificate ni matter what is the date of issuing. It's just need to be valid at the time of counselling.
If they wanted the certificate of some specific duration they would have mentioned it at that time. They have provided the provision of submitting the certificate that means they have allowed you to make it till the counselling starts.
