Yes you are eligible for NEET (both for government as well as a private college) And if you are a general category student then for PCB your marks should be 50% to be eligible. If only in PCB you have scored 50% then absolutely you are eligible.

You will have to appear for compartment exam or exam to clear your math subject. Without passing in maths you won't be able to get bachelor of application course.
