At any admission process 10th class marksheet date of birth should be used. There is no need to show your birth certificate in admission process of MBBS. The only 10th class marksheet date of birth is counted in every admission process.

No, admission PG diploma courses after MBBS is not based on your marks obtained by you in MBBS , rather Admission is through NEET PG.

Yes you can apply for both the scholarships as in India there is no limit as to the number of scholarships you can apply for unless one of the scholarships clearly mentions it in the eligibility criteria (like in case of Inspire fellowship).
My advice to you would be
The reasons for waiting for not being eligible in NEET counselling even getting of higher marks like 530 out of 720 is the cut off marks has been higher than the previous years.
