There is no upper age limit to apply for and clear neet. As per our latest update the upper age limit for NEET 2020 was removed by the competent authority. but 19 is not a late age. students who got admitted late into school are almost 19 or 20 years old while they finish

The remaining seats from the AIQ counselling comes under the state counselling,so if you do not want the seat allotted to you in the AIQ rounds then you may go for state counselling  . And  yes you can leave the seat provided you have not finished the admission

You haven't mentioned your category, anyway as per previous year data under state quota, 575 marks, 573 marks and 575 marks secured a seat in  Autonomous Medical College Bahraich for General/OBC/EWS respectively, in case you belong to SC/ST you hold chances for GMC based entirely on last  year cut-offs,
