I think you are talking about Kerala PSC medical officer recruitment. Delhi GPT criteria required for appearing in this exam is that a candidate should have completed his or her MBBS degree and should know state language.
Selection procedure consists of written exam based on MCQ followed by Interview.

If you want to join government medical college for MBBS course then you have to give the NEET examination. This is national eligibility cum entrance test for every medical colleges in India. So no government college open any registration portal for application for the admission. You have to qualify
