Last year the cut off for EBC category in Bihar State Counselling was a rank of 21826 for government medical colleges. So based on this, you have slight chances of getting a seat. According to the second round of seat allotment 2019, VIMS Pawapuri had a closing rank of 20820, and GMC Bettiah had a closing rank of 21582. So you have little chances of getting these colleges. With 390 marks in neet you have less than to get private medical college even you belong to BCA catagory. According to previous years cutoff you need to score 400 plus marks for private mbbs seat in Telangana through state quota.

Dear aspirant,
Maharashtra has introduced three new Medical Colleges affiliated by MCI. 500 seats will be added to the pool of undergraduate medical seats in the state this year. Of the three colleges, two with total 300 seats has been affiliated as deemed university where as one will run by private management.

As we know that DGHS on the behalf of MCC released the first round allotment list for 15% AIQ seats at mcc.nic.in, so there are total 15,503 seats for MBBS which have been allotted to the candidates in first round for AIQ Counselling and 2274 seats for BDS.
Now if you are asking only for any particular state then it would be quite difficult because in allotment list no state has been mentioned from which the candidate has been allotted the seat.

MBBS seat in Telangana has been increased. As the MCI gives permission to three new government medical colleges. Therefore, ten government medical colleges in Telangana out of that around 1550 MBBS seats are available in government medical college and approximately 3050 MBBS seats are available in 22 private medical colleges. Thus, total number are of medical seat has gone up to around 4600 and 1,125 seats for the BDS.

the governments says that there is 30% reservation for women in medical colleges for MBBS seat. which means, 30% seats are exclusively for women. if it is not filled, then it will be used by the college itself, or be given to women with somewhat low cutoff. (thats what reservation is for). if there are more women than 30% then, that is given from rest of the 60% (10% reservation for defense, and other special categories).
so it is not more like FLAT 30%, but exclusive 30% for women.
