It depends on which website and under which quota you are seeing these ranks on. Generally, the opening and closing ranks given on majority of websites are All India Ranks.

Hey dear, cutoff varies every year, if you see the last year's cutoff which went very high that even students getting 500 marks were unable to get a govt. Mbbs seat. As you will be knowing that NEET Reservation policies and criteria are applicable for 15 % All India Quota (AIQ) i.e. minority seats as per Government of India norms. On the other hand, criteria for reservation in state quota seats are subject to the rules of the state governing body/counselling authority.

Hey,
There is no reservation for the candidates belonging to Defence quota under All India Counseling. But few state do provide the reservation under these quota and Andhra pradesh is one among them. There is around 25 seats reserved for students falling under defence quota. You can contact the state counseling authorities for further clarification on this topic.
