However, for state private colleges MBBS management quota seats, candidates have to apply under the respective state conducting authority, so in your case , you will have to attend the telangana/Andhra

There's no increase in the MBBS seats in Chandigarh as there has been no notification about the same, if at all there is some change then the change might be slight change which will not make any difference.

YES new seats have been added in NEET 2020. around 350 new mbbs seats have been added in MAHARASHTRA GMCs which makes it around 5500 total seats. the admission is similar and the seats are in government college.

I am glad to inform you that In the Maharashtra GMCHs a total of 350 seats have been added to a total of 4,330 MBBS seats for the academic year 2020-21 raising it to a new total of 5,500 seats.
