MCC conducts NEET counselling and seat allotment only for 15% AIQ seats, central and deemed universities, AFMC (Armed Forces Medical College) and ESIC colleges. Central universities like BHU, AMU do not offer management seats but deemed universities do offer.

State counselling is held by the respective state authorities. It has no relation with All India Counselling. If you are registering with MCC for All India Counselling, you are eligible for those seats only which are included in the all India counselling. If you want to get a seat

I have created a list of colleges (Govt and Deemed) on MCC All India site, incase I do not get a college in the first list does the list need to change for Round 2 or can I include some of the same colleges?

The provision of choice filling of colleges is provided to students in every round. If you are not provided with any college in the first round of counseling , then you can change or add more college to your list in the second round as well.

Going last year's cutoffs, with 38000 rank in Neet it would be difficult to get any government Medical college through All India quota. Last year, around within 12000 rank last year the seats through all India quota were filled.
