No, University of Hyderabad only has All India quota under which it has 22 seats for its integrated MTech program in Computer Engineering. It even does not have any female supernumerary seats so your home state eligibilty has nothing to so with getting admission in this institute.

If you can get VJTI then it is really good other than IIT or NITs. When you say that you want to do Mtech then u have decided to make ur career in technical side rather than doing MBA after engineering.
