however you need to have rank in tseamcet exam. however at this score you have fewer chances in computer science.

Yes you can go to the IIT after completing Btech from NIT as for pursuing Mtech you have to go through the entrance exam GATE and if you score well which you will then you will get a seat for Mtech in IIT.
