You have very less chances to get HCU in second round.
The cutoff of 2018, in second round at HCU under general category was 437.
But the cutoff may vary in every year depending on various factors like difficulty level of exam , no of applicants, no of seats available etc
But observing previous year cutoff you will get an idea.
You can check CCMT official site to find the cutoff of previous year.

For being eligible for admission into M. Tech., one must have completed B. Tech. in a relevant subject. Thus, if you wish to go for an after B. Sc. Maths, you are first required to complete B. Tech. in related area of study. You cannot do an M. Tech. directly after B. Sc.

Hii,do not worry i am here to help you according to your query.The maximum pay package offered to students this year was 21 lakh per annum and the minimum - 7 lakh per annum.(this is in all IIT)An average of 10 to 15 lakh per annum is usually the package but then again it depends on the student; the extra effort put in by that individual is eventually what companies look for.An M.Tech course requires 7.8 lakhs (for 2019 batch), which I presume you already know.

Basically, Tezpur university is far better than NIT Meghalaya because, it all aspects it's pretty good and NIT Meghalaya doesn't even have good infrastructure and placements too. Tezpur university is nowhere comparable to the top NIT's also. For CSE, i would personally recommend you to choose Tezpur university as it gives more exposure to industry and research works. It also has very good faculty and the computer labs were very well established and maintained. Tezpur university has got finite research environment and it's the best choice.
