Every engineering student whether he is studying in private or govt college can appear for gate from their final year onwards.
It doesn't matter you have appeared for JEE or not.
You can definitely apply for GATE and pursue your MTECH in IIT or NIT.

The admission process in IITs and NITs had already started.
Almost all IITs admission has closed and they started their counselling process.
NIT admission through CCMT has also been over and first round results are published.
If you have not applied you can freshly apply for NSR(National Spot Round)
Hi ! Your gate marks is very much less. With this marks you probably just have qualified for your gate exam. So getting into this colleges is bit tough. Practically speaking there is no chance. Still wait for last round. Hope you understand and best of luck to you.
As per now if you visit website of Bangalore University they didn't update any information regarding admissions for mtech, but you should regularly check there website for the same. Meanwhile you should also start applying for other colleges and dont waste time on one.
