No,it is not mandatory to clear both.Candidates with a valid GATE score with qualifying marks in relevant discipline in Engineering/Technology,need not appear for TANCET.However candidates who have a valid GATE score with qualifying marks in Engineering Science(XE) and Life Science (XL) will definitely have to appear for TANCET

You can do M.Tech from NIT's and then do your PHD and look for career options within India and abroad particularly USA.
Alternatively, you can prefer a job with IICT or industries within the country, work for some time and then think of studying further.

See u r from one of the core branch in the engineering discipline which itself creates a huge no of competitives. The marks u have scored is enough for u to get admissioned in the NITs for pursuing ur further studies but might not be sufficient for IITs.
