The ap government has made slight changes to the earlier pgecet fee specifications,recently some of the private institutions had reduced their m.tech fee.you can check the fee details of AP PGECET colleges then only proceed for web options .

You can totally get admission in Jamia Millia Islamia without GATE also. The University has it's own entrance exam, if you qualify that you can get the admission.

The eligibility required is that you should at least have 60% marks in BTech from a recognised university.

Sorry to say but with the marks and the percentile that you have scored, it is not possible for you to get admission in any NIT of south or any other good NIT. You should try for lower ranked NITs like Sikkim, Srinagar, Agartala, Silchar, etc.
