Since you did not qualify  GATE 2019 you are not eligible for monthly scholarship provided by AICTE. But you can get admission into M. Tech by answering priviate university exam. No state run or priviate run university provides scholarship for non gate qualified.

you have very less chance to get into  old IIT ,other than that you have great chance to enter into IIT or top NIT s your score is more than 60 you may have chance in old IIT also

As you have a very good score in gate but you can't get a good NIT college but you can get an better NIT college with your score , you can also apply for some private related companies which provide recruitment through the gate qualification, so all the best for
