When both are concerned IIT  has great exposure and reputation than Anna University.

IIT  is a dream college for todays Engineering aspirants. To get into IIT  you should have a valid score in JEE Advanced examination.

To get into Anna university you should apply for TNEA(Tamil Nadu Engineering Admissions).

As you were also know that your score is not much good wether you secured good rank but for NITIE Mumbai you have to get 700+ marks for getting a call from NITIE.....

On the other hand for PGDIE....you will see more competitive course in NITIE, bcz old is gold

IIsc college cutoff goes to approx 830 last year. but you have score much closer to that score, there are chance you get IIscBanglore.
As per your score and previous year cutoff, the colleges you get in first round are:-
IIT Kanpur    Civil engineering     Infrastructure & Engineering Management

there can be some regional colleges who still offer seats for mtech but you need to search them on internet or you can go for other options like private colleges or dropping a year or so.
