As far as ECE Students are not eligible to pursue Mtech(Energy Studies) in IIT Bombay.The Candidate with B.E/B.Tech/B.Sc(Engg) in Mech/Electrical/Chemical/Aero/Thermal/Auto/Agri/Mett.Engg are eligible to continue their Mtech(Energy Studies) through Valid GATE Score.

No, BITS does not consider GATE score for ME admission. It conducts its own entrance exam. The exam is called as BITS HD ME exam. It is conducted in two parts Part I and Part 2.
Eligibility for answering is securing minimum 60% in graduation.

PSUs mostly dont hire post graduates, they prefer undergraduates. I am assuming you are from civil background.
You can answer GATE , crack it and can get into PSUs.
