However it all depends from which college are you pursuing which will determine job opportunities and salary prospects .
Eligibility criteria will be different for all colleges. Under GATe exam for IIT and NITs students shall need to hav ecompleted BE/Btech degrees. All IIT studnets must have particular CGPa as required for admission.

after getting into IIT bombay you'll get the stipend of Rs.12,400(TA) And 14,400(RA).
in iit delhi the TA ship stipend will be same as the iit bombay,for RA- Rs,15,000.

As per the official to apply for M.tech QROR in ISI Kolkata, You should have completed BE, B.tech or other qualification Master’s Degree in Statistics with Physics and Chemistry at the (10+2) level or Master’s Degree in Mathematics with Statistics as a subject at undergraduate or post-graduate level, and Physics and Chemistry at the (10+2) level.
The programme is offered in two streams:• Statistics Stream: For candidates with qualifications Master Degree in Statistics or Master’s Degree in Mathematics with Statistics as a subject at undergraduate or post-graduate level.•Engineering Stream: For candidates with an undergraduate degree in Engineering or Technology (B.E, B.tech) or any other qualification considered equivalent (such as AMIE).
The selection procedure: All candidates, including sponsored ones, are admitted through written tests and interview. For this programme admission a valid GATE score is not required. You can check the complete information with given link.

You can still appear for the GATE 2019 even if you have back paper in the last semester. See, whatever you wish to pursue in future, you should always go with that. I would suggest you to apply for PSU as well, if you go through, its well and good.
But, in today's competitive world having a graduation degree is merely a thing. Every other person has completed their B.Tech. Thus, i would suggest you to go for M.Tech first in your area of interest and later apply for the PSUs.
