Yes definitly a person after compleating his M.Tech. can easily give the GATE exam again for PSU Jobs. There is an age restriction on candidates appearing for PSU exams, some relaxation is given to the reserved students.

I want to tell you kindly visit firstly there , if the faculty and research scopes are there , then you should try there otherwise look another institute. If the placements , are also good then surely go for it.

its not important to study only cse/it you can study any branch which you are interested but its needed to get minimum of 65% or cgpa 6.8 per 10 to get good job in isro & however you can join after btech also if you interested in mtech you can continue & go ahead

As per my knowledge, it will be very difficult for you to get eligible for food technology in Anna University, because your score is quite low.
Actually the cut of goes around 120, so it will not be possible for you to take admission there.
