Hello Krishnan, See It is based on college preference, means whether college prefers Rank or Scores... Almost college prefer and demand scores, so go for GATE 17... (FYI, Now validity of GATE score is for 3 years)

Please specify which merit numbers, you are talking about so that i can help you better. You must be aware that there are different counselling procedures for GATE - IITs - it is COAP, for NITs - it is CCMT and for States- it is different.
