See for central universities - there is the CUCET exam. However I dont see M.Tech in it being offered there. Have you applied for GATE? Because most of the central universities and states take the GATE Scores for admissions. In fact IITs, NITs and some IIITs take admissions on the

Yes, it is possible, you can do m.tech in chemical and polymer engineering through distance education in Tripura. You can do it either from Tripura University or from colleges affiliated to Tripura University. Before I suggest you any university, I would like to know what has been your basic qualification and CGPA in your previous course.

Yes Why not? There is no hard fast rule that you cant. This more or less will depend upon the institute where you pursue the course. However I think you should have a good base in CS as that would be mostly the advantage to study the course.

I would suggest you to give Gate entrance test once you are done with B.Tech in BioTech and get required score so that you can take admission in NITs and IITs. Apart from this, you can also try in private colleges as they may be accepting Gate score or conduct
