from my point of view CS at PES University is better then Mechanical at RV because

• PES University provides better placement for CS students.
  

• Big companies like Microsoft, Oracle are coming there.
  

• The course curriculum constantly gets updated.

• Experienced faculty.
  

so, you have to go for it.

Accordign to your marks your rank will be around 2000 and with this rank you have some chances for getting admission in RVCE mechanical.last year cut-off was around 2000 to 2300 so you have some chances for it.

the closing rank for EEE in PES is around 1500 to 1600 so there aren't any chances for that. you have a shot at civil and bio technology and a worthwhile shot at mechanical as well.
