Both are good streams. It depends on your interest which branch you want to opt for. I do not have any idea about Thapar University, but i can surely share the details for LPU being an alumni of LPU.

what is better? Taking computer science in NIT Trichy and Warangal , OR taking Electrical,mechanical and civil in IIT Patna, Bhubaneswar.

First, it depends on your branch preference. If you have any specific branch preference you should choose that college. Otherwise, you can go for IIT Patna or Bhubaneswar. IITs have their own reputation and value.

It depends on the company & your performance also. But the average package is approximately 3 to 4 Lakh in BVM & in PDPU it is approximately 6 Lakh per annum.
