Instead of PG Diploma, considering future demand of Mechanical Engineers and career prospects, I would perhaps advise you to pursue an Associate Degree Equivalent to Btech in Mechanical Engineering from Institution of Engineers, Kolkata. After this AMIE Certification, you may pursue MTech from some of the Good Goverment, State or Private Engineering Institutions in West Bengal, followed by a strong career in the Mechanical and Industrial Engineering Industry.

No doubt, VIT college paves the way for the students to get good placement opportunities. But it not only depend on the college, hard work and interest of students is also pivotal. Starting with ECE at VIT Chennai campus, the placements rae good, but there is much more hardwork as ECE will include not only electronics and communication but also coding(not upto the level of CSE or IT). So, untill unless you are really interest in electronics, semi conductors, image processing do not chose this branch. If you have developed interest in coding and is very eager to join any IT company (and not getting CSE/IT in any college) then chose this.
For Mechnical engg at VIT Vellore, it is very sorted branch. The number of placements are good with high pay job profiles (5-8 LPA) in the companies like Hyundai, TVS, Yamaha, Mahindra& Mahindra, Tata Tech, Vedanta, Applied Materials, Honda, Maruti Suzuki and many more visit for campus placement.

The cut-off trends keep changing every year and it depends on the number of students attempting the exam, difficulty level, number of available seats, etc. With a rank near to 15,000, you can secure a seat in Mechanical branch with specialization in automative engineering in Vellore campus in 1st fee category as the cut-off was 20,000 in the year 2015. Also the cutoff for wasthe same was 12,300 in the year 2016. So this year you might have to go with 3rd or 4th fee category if the same cut-off exists. So, just apply to their counselling process to know the exact fee category as the cut-off's keep changing every year.

MTech in nuclear Engineering is a professional degree of 2 years. The course involves the study of advanced learning in concepts such as uses of nuclear fission, fusion, construction, requirements design, design processing, management of nuclear reactors, and invention of nuclear materials.
Now to answer your question, Yes you can go for m.tech in nuclear engineering after b.tech in mechanical engineering. Just you need to qualify Gate entrance exam in nuclear engineering with valid score to pursue m.tech course.
