According to your VITEEE 2021 Rank it is difficult to get Computer Science Engineering, Information Technology, Electronics and Communication Engineering and Mechanical Engineering in VIT Vellore or VIT Chennai. But you may have chances of getting Mechanical Engineering in VIT Andhra Pradesh and VIT Bhopal based on previous year's cut-offs. The cutoffs varies from year to year and branch to branch and campus to campus.
The cut-offs depends on many factors like number of students appeared in the exam, difficulty level of the exam, number of seats available, category, branches etc. But you can try for Computer Science Engineering, Information Technology, Electronics and Communication Engineering and Mechanical Engineering seat in other categories like 4 or 5 but you need to pay additional fees.

For government college , the cutoff seems to be high and so will be the rank. Here is the list of govt college -
1. S.S.P.M.'s College of Engineering, Kankavli, CUT OFF - 64129
2.A. P. Shah Institute of Technology, Thane CUT OFF - 65419
3. Sinhgad Technical Education Society's Smt. Kashibai Navale College of Engineering,Vadgaon, Pune CUT OFF - 64960

In 2020 round 3 of counselling a candidate with rank 14187 secured admission in Mechanical Engineering in Manipal Institute of Technology, Manipal. Considering the previous year cut off you need to secure a rank below 14000. It is quite difficult to predict the exact score with which you may secure such rank because the marks vs rank trend changes every year depending on the total number of candidates appeared, highest score, lowest score, tie breakers etc. So to be on the safe side you should be able to to minimum 120-140 marks in MET. This is the predicted score, the actual rank may vary. Cut off changes every year depending on the total number of candidates appeared, difficulty level of examination and total number of seats available etc.

With 16227 Rank in VITEEE, I believe you have fair chances in securing Mechanical or Mechatronics in VIT Vellore, preferably under Category 1 of Counselling. If not Category 1, I believe you surely have chances for ECE, Electrical or Mechanical under Category 2 and must keep your fingers crossed.

As you have not mentioned your category so I am considering you in general category. Looking at cutoff of recent past years, unfortunately, it seems like you will not be able to make it to NIT Goa with Mechanical Engineering.
In 2020, the closing rank for mechanical engineering for home state student was
83783 and in 2019 it was 79309.
With this rank, you can look for some northeast NITs, you might be able to get some NITs.

As you have mentioned that you have got 61k rank in viteee 2021 and you want to know whether you would get mechanical engineering or not.
So, you would definitely get mechanical engineering in vit vellore in main campus and that too in first category,so there is no need to opt for vit vellore.
But if you do have any other choice then kindly opt for other colleges which are better than this.
