see even if you get a non zero gate score, you are not qualified in gate exam, gate mechanical engineering cutoff for obc-ncl is 29.7 , since your score is lower, you did not qualify for gate exam this year. in sastra university gate score is not mandatory to have to become eligible for m.tech admission. you may apply as well in different streams based on your academic qualification, however gate qualified candidates would be given stipends as 12,400 per month.
There is various others exams like bits hd, ts pgecet, ap pgecet like exams are available for m.tech admission, non gate students are eligible to apply.

One can only change the branch if his/her college offers this opportunity and since you have not mentioned the name of college so it is quite difficult to guide you with an accurate information and there is provision of changing branch and different colleges have different criteria for changing of branch after very first year of your program, so for this you have to ask to your college authorities that what are the criterias to change the branch from Mechanical to Civil.

Unfortunately this year you cannot take admission into B.tech if you didn't have Maths as your compulsory subject. But from the next year you can take admission into B.tech courses and for that you don't even need to study mathematics or earn a diploma certificate in Mathematics.
According to the new rule of AICTE (All India Council for Technical Education) a Candidate do not need to have Maths in 12th Physics l, Chemistry and Maths could be an optional subject to take admission for B.tech. You have to pass 12th with any of these three subjects-
Physics
Chemistry
Mathematics
Computer Science
Electronics
Information technology
Biology
Technical Vocational courses
Agricultural
Business studies and entrepreneurship

Yes you can attempt engineering entrance examinations if you want to pursue aeronautical engineering.Howeverif your college avails the course then you can change your stream after second semester of the first year.Or else you can give JEE main exam once more and try for the IIEST shibpur known for its aeronautical branch.
