If you have already done btech in mechanical engineering... Then why u need to do a course which is a smaller degree than the previous one..

Means if you are engineer why you want to be a junior engineer.

After btech there is no need to do diploma

see cutoff score changes every year and it depends on certain factors like number of participants, questions difficulty level, seat matrix, since you are from general category you have less chances to get shortlisted for thermal, but I suggest you to apply , also you may apply for colleges

Not just that you can do it but I will moreover encourage you to go for higher degree. A work experience of 4 years will be helpful in getting and admit to a good University and also in post-MS job hunt. You can try good SOP, GRE and Recommendation letters
