Hello,
According to previous year cutoff your chances are almost negligible. But you can have benefit of you SC quota. As this year around 197 seats in total are vacant at Jadhavpur University. And some seats may remain vacant in particular quota. But according to GMR ranks the last rank which gets admission are 7000. According to me you should attend the counselling.

Hello Dheeravathchinna.
Since the TS PGECET closing ranks for colleges are not available anywhere so I cannot really give you any suggestions regarding the same for OU and JNTUH. I choose not to guess in this matter as it is a sensitive issue and beating about the bush isn't an option.
If you are worried about whether you can get OU or JNTUH with this rank or not, I would suggest you to participate in the counselling properly and wait.
I could have given you mild suggestions regarding your chances of getting OU or JNTUH if you would have mentioned your rank.
Visit https://engineering.careers360.com/articles/ts-pgecet-counselling to get detailed information regarding TS PGECET counselling.
Hope that helped.
All the best!
