Hey there Vinayak, as per previous years statistics, IIT Roorkee with that marks is highly likely for you to get as the cutoff last year was 29.99 in general category. So congratulations, do go for it and take admission there. Several other IITS is available too, do have a look at them as well.

This depend on the different types of PSU. But according to current trends and previous year cutoff and if most likely same follows by the next year then for mechanical engineering for getting any PSU, your marks should be more than 60,considering the fact that you belong to general category but most important step for getting jobs In psu is interview. You must prepare yourself at your best for interview.

No doubt, Heritage institute of technology is better than Narula institute. I can easily say this on the basis of the cut-off list of the college. Cutoff of Narula is very low, i.e. there has been admission of 7 lakh rank holder student. While in the other hand Heritage has a high cutoff. With your rank you can even make it to Heritage's CSE. Also I would suggest you to keep your preference as branch and then fill the choice list, starting from Jadavpur University, then Kalyani or Jalpaiguri government college and then proceed further with your list.
