Last year cutoff of haldia institute till round 4 for mechanical engineering was 52950 .So you have a very slight chance of getting admission into it.

It's difficult to say because seats per college will be around 18-36 depending on stream, so just go for counseling if you get seat in top 10 college then only do M.Tech otherwise go for GATE and get good Score, you will get seat in OU/top in hyd or IIT, NIT and it will help in jobs.
M.Tech can be done anytime don't be hurry to do in normal private colleges.Try for NIT,IIT etc.

There are PSUs that accept sandwich couses, but not all. So you will have to confirm with the PSU you are applying to whether they accept sandwich courses or not.

If you are applying as a sandwich candidate, it is pertinent that the course is regular and is approved by AICTE and duration is minimum 4 years ( or 5 years integrated course).
