Dear Aspirant,
Velagpudi Ramakrishna Siddhartha Engineering College and Maharaj Vijayaram Gajapathi Raj College of Engineering has the same level and ratings in Mechanical Engineering. The only difference between them is their fees structure. MVGR has more fees compared to VRS engineering college.
So, you can decide this on either on the basis of fees or their distance from your house. Rest all is same.

Sorry to inform , as your rank is quite high so you can't be able to get admission in mvit in ECE department and CSE department. As per the previous year trends the maximum closing rank for ECE goes upto 3700 and CSE department goes upto 1000 You may check the below mentioned link for more clarification on this topic.

In my opinion,
UIET Chandigarh is an average institute in Chandigarh and comparing it to BIT Mesra would not be right.
In terms of placements BIT Mesra is far better than UIET Chandigarh. Moreover, Chemical and Polymer courses in BIT should not be underrated and is a good branch in terms of syllabus, academics, and, placements. Students in Mechanical branch in UIET are one of the least placed ones. Some prepare for GATE while some prepare for GRE. You can expect an average placement of 3 to 4 lakhs per annum from UIET and that too if you maintain a high CGPA.
While in BIT Mesra, placement scenario. Branch upgradation is not that tough in BIT. You just have to get a decent CGPA and apply for the upgradation. But do remember that upgradation in any college is subject to vacant seats.

Unfortunately You don't have even a little chance in first two - three rounds of counselling and there is a little chance of getting Mechanical branch in Jadavpur University in fourth round of counselling. Jadavpur University is a State University which was established in the year 1955 and is located in Kolkata, West Bengal. The University is approved by UGC, AICTE, NCTE, and COA. It is also accredited with “Grade A” by NAAC.
