Hii Vishnu...Honestly getting good college with marks is really difficult. Doing M.Tech from low base colleges dosen't help you much. So i would advice you to retake the exam and get good marks in the next exam. Hope you take a good decision.
I dont know whether there is special reservation for OBC. but still in 140 marks one gets ece in these colleges , so there are good chances you may get mechanical or civil in this college.

According to last year cut-off mechanical engineering cut-off at mit was around 478 to 500 so you can predict around it at this year.
