You can not change a college at 3rd year of B.Tech and it is advisable that you continue at the same college. If traveling is the issue then take up hostel or PG facility near by. But still if you want to change then talk to your Dean

All universities for MS course will expect average percentage and good reference (either through internships or college authority).

Getting a college through GRE will totally depend on your GRE score.

If you are aiming for the top Universities then you should get above 330 marks.
