Since you haven't mentioned your category, I'm assuming it to be general. With 450 marks, you have very less chances of getting into a government medical college, even through the state quota.

By comparing from last year at 610 marks there was all india rank 15k and same can be expected this year also so mostly your rank will be somewhere in between 10-15k in neet 2022.

Last year in Bihar state quota counseling college was allotted upto 612 marks

At this marks you have almost rare chances in 15% AIQ counseling to get govt MBBS college as last year cut off marks was 600+ marks in stray vaccancy round counseling.

Now if we talk about 85% state quota counseling then I hope uttarakhand is your domicile state
