Whenever the application for Karnataka state counselling through NEET UG for admission to MBBS/BDS you need to apply separately. The process for Karnataka state counselling has not yet started. The schedule is yet to be announced. You have to wait until the application process starts. The application will be available at at kea.kar.nic.in. KEA will conduct the counselling for admission to MBBS/BDS under state quota based on merit in NEET UG. You can check the updates and the important dates once updated through the link given below

Hello candidate,
There are generally two numbers which are mentioned in the Admit Card of the Application Form of the candidate, one is the Registration number and the other one is the Allotted roll number of the candidate.
While downloading the counselling form on the Portal, the candidate needs to look at the number of available slots for number and fill out the Application number carefully.

You haven't specified your category nevertheless you have almost no chance in your state if you are from general category at this much rank so it's better to start your preparation for next year.
First round cut off ranks for rajsthan for different categories in NEET 2020 were
Gen boy- Air 9032 ( 1260 state rank)
Gen girl - Air 9044 (1264 state rank)
EWS boy - Air 10875 (1553 state rank)
EWS girl - Air 10814 ( 1547 state rank)
Obc boy - Air 9294 (1302 state rank)
Obc girl - Air 9295 (1303 State rank)
SC boy- Air 57733 (5371 State rank)
SC girl- Air 57777 (5733 state rank)
ST boy- Air 62522 (5926 state rank)
ST girl- Air 67798 (6132 state rank)
So you have no chance in second round unless you belong to schedule caste.

If you got a Seat in Gujarat State NEET Counselling Round 1 and you are interested in Upgradation and you want to retain your Allotted Seat of Round 1 then you need to report for admission in allotted College of Round 1 where you can talk to Nodal Officer present in the College and you can file Willingness for Upgradation to participate in Round 2 of Gujarat State Counselling to Secure a better Seat in Round 2, if you will not get better Seat in Round 2 then you can comeback to your allotted College of Round 1 and you can complete your further Admission Process. But If you want to go with upgraded Seat of Round 2 then you need to withdraw your documents from Round 1 allotted college and you need to take a Relive Order and after getting relive order you can take admission in Upgraded seat.

If you have been allotted a seat during the counselling then you will not get any refund, but if you have not allotted any seat then you will get the refund. You will get this refund after the counselling process gets over. Also for this, you can contact the college officials. They will surely help you.

EBCs are the economically backward classes whose annual income is less or equal to 1 lakh in Bihar state.
The creamy layers of the OBCs, i.e the BC sub category comprises of families that earn more than 1 lakh annually. The EBC category enjoys 18% reservation of all MBBS seats in Bihar.
You said that you applied under unreserved category in NEET exam and appeared as a UR candidate. Hence, you do not hold OBC category rank. Applying through any other caste reservation will cause discrepancies and can push you into trouble .
