Yes you can go for as two or more states counselling at the same time. There are many states which are open states i.e. which allows other state candidates to take admissions into their private colleges. You won't be able to take part in other state's government college counselling.

In first round if if you get a seat and you are not comfortable with that there is a free exit in first round of counselling for Neet you will automatically get seat in second round of counselling while there is no such provision in second round
