The cut off for OBC Category for NEET 2020 is 146-113. This applies to all those courses that take admission through NEET score. With a score of 155, unfortunately you might not be able to secure a seat even in a Private College. But to answer your question, because you scored NEET cut off, you can participate in both All India and State Counsellings. But if you have decided about studying Medicine, you have to reappear for NEET in 2021 and score real good. That will be the only option because with this score, you cannot even get Private Medical Colleges. So you may have to consider appearing for NEET 2021. Yes you can go for as two or more states counselling at the same time. There are many states which are open states i.e. which allows other state candidates to take admissions into their private colleges. You won't be able to take part in other state's government college counselling. The states such as Karnataka, Bihar, Himachal Pradesh, Telangana, Haryana etc.

In first round if if you get a seat and you are not comfortable with that there is a free exit in first round of counselling for Neet you will automatically get seat in second round of counselling while there is no such provision in second round of counselling then you have to take the seat whichever will be allotted to you. if you think on first round of counselling that you can get a better seat in a better medical college then you can choose for free exit from first round of counselling.

Hope you are not absolutely fine .For taking admission in another state you will not consider as home state of students of any other State except Hyderabad because you a resident of Hyderabad

As per the OJEE guidelines,the candidate has to submit the counseling/application fees, by paying Rs.1000 /- by online mode (Facility available in user login) and taking the print out of the transaction.
The fees after payment is not refundable .

Yes, you can apply for Goa Medical counselling. But one thing you should remember is you should get more marks in your NEET do do so. Because for AIQ(All India Quota) candidates there are only limited number of seats provided.Around 80% for State quota and 20% for AIQ. So better have good marks.

Yes, it's completely your choice that you want to pursue Medical or Engineering. If you got an engineering college through KCET counselling, and then, you got a better college for medical through NEET and you are wishing to pursue Medical in that college, so, you can leave engineering easily. There is clearly no problem in that. Right to choose is in your hand.
